THE PLAN

The 2050 LRTP has begun and is scheduled for adoption by the Miami-Dade TPO Governing Board in summer 2024. 

A central feature in the Miami-Dade TPO’s program efforts is the development and maintenance of an updated Long Range Transportation Plan (LRTP).

 

The Miami-Dade 2050 LRTP is a strategic and comprehensive plan that identifies transit, highway, freight, and non-motorized transportation improvements. The Plan addresses mobility, safety, security, resiliency, and emerging technologies, while also considering cost feasibility for the County’s existing and future transportation infrastructure needs.

 

The 2050 LRTP is a public document that is intended to be transparent for the reader to follow and understand the transportation planning process. The document will set the current context of the trends in Miami-Dade County, reflect the 2050 LRTP goals, and report on the stated needs of the traveling public.

PROCESS Phases & Objectives

The organization of the 2050 LRTP encompasses a five-phase process, as seen below. All five phases work in tandem to update the Plan based on technical analysis and community involvement. Once adopted, the 2050 LRTP will set the current context of trends in Miami-Dade County, reflect the long-range transportation network goals, and prioritize funding for stated needs of the traveling public.

PHASE 1

People: Reflects the current and projected demographics of Miami-Dade County and catalogs the public involvement activities undertaken throughout the planning process. This document answers the questions, “Who are we?” and “What do we want?”.

Outcomes: Develop Public Involvement Plan

Timeline: Fall 2022-Summer 2024

PHASE 2

Performance: Set the stage for the overall policy and answers the questions, “Where are we?” and “How do we measure success?”.

Outcomes: Develop Goals and Objectives

Timeline: Winter 2023-Spring 2023

PHASE 3

Projects: Develops the major projects and strategies that answer the questions, “How is our roadway network we performing today?”, “What improvements can we make to enhance our performance?”, and “If we make alternative choices, what affect will they have on the transportation network?.

Outcomes: Analyze the Performance of the Transportation Network & Evaluate Alternatives

Timeline: Winter 2023-Spring 2024

PHASE 4

Priorities: Sets the fiscal priorities and answers the question, “What funding is available to us in the foreseeable future?” and “How do prioritize projects and fund them through 2050?”.

Outcomes: Develop Cost Feasible List of Transportation Projects

Timeline: Spring 2023-Spring 2024

PHASE 5

Policy: Put the passage of the 2050 LRTP in action and answers the question, “How do we memorialize the decisions we’ve made?”.

Outcome: Complete the environmental screening and adopt the Miami-Dade TPO 2050 LRTP

Timeline: Summer 2024

TRANSPORTATION PLANNING AREAS

Miami-Dade County is divided into seven well-defined geographical sections, identified by the Miami-Dade TPO, as Transportation Planning Areas (TPA). Each TPA is distinguished by its own characteristics, growth rates, needs, and transportation challenges. The TPAs help to guide the development of the 2050 LRTP by ensuring projects are distributed equitably across the entire county.

2050 LRTP STEERING COMMITTEE

The 2050 LRTP Steering Committee, representing federal, state, regional, and local government agencies, facilitates the development of a long-range transportation plan every five years through a continuing, comprehensive, and cooperative (3C) multimodal planning process to meet current needs while preparing for future challenges.
